You have a cutout, not a voltage regulator. It disconnects the battery from the generator when the engine stops, but does not control the charge rate. The charge rate is controlled by the L H positions on the light switch. The L position charges at about 2 or 3 amps, and the H at about 10 amps if all is well. It requires the driver to pay attention and change the switch position according to circ*mstances to keep the battery charged but not overcharged.

To add a bit to what John said, your cut-out is the original style for 1948. The terminal connected to the ammeter should be "BAT". The terminal connected to the "A" terminal of the regulator is "GEN". The unused terminal is "F". You polarize the generator by momentarily jumping from "BAT" to "GEN" (after the battery is installed and connected).
